During 20 to 22 October 2020, WANO Moscow Center jointly with Khmelnitsk NPP conducted a workshop in videoconference format on the topic ‘Reactivity management during VVER reactor startup’.
The workshop was attended by representatives of operating organization SE NNEGC Energoatom, experts of FSUE Atomflot, JSC Gidropress and specialists of Moscow Center member power plants representing Bulgaria, Hungary, Iran, China, Russia, Turkey, Ukraine, Czech Republic.
The meeting was opened by Director of WANO Moscow Center Vasily Aksenov, he noted that the necessary condition for safe reactor operation is the professional knowledge. Operators must have fundamental knowledge in nuclear physics, they shall understand transients and be able to assess reactor status at any moment of fuel cycle, especially when a new type of fuel is used. Operators shall thoroughly think over their actions, understanding all possible consequences in all phases of reactor plant operation, including startup operations.
In response to the welcome speech, the Deputy Chief Engineer for nuclear and radiation safety of Khmelnitsk NPP Vitaly Litus stressed that reactivity control and management are the basis of plant nuclear safety. Reactivity management requires sound knowledge of physics fundamentals. This topic of the meeting is very important both in terms of operations, and in terms of safety. The workshop issues are important for Khmelnitsk NPP.
The participants listened to and discussed presentations on the workshop topics:
1. Procedure of bringing the reactor plant to the minimal controllable power level after scram activation in the process of physics experiments.
2. Procedure of raising CPS control rod up after reactor shutdown.
The workshop participants noted that the meeting organized at a high technical level was supported by simultaneous translation, which contributed to active discussions and information exchange in two languages, Russian and English. The participants expressed their common opinion, suggesting to conduct the next workshop with participation of representatives of the National Research Center Kurchatov Institute.
Summarizing the meeting, V.I.Aksenov thanked all participants for their active work and wished them to analyze the presentations and WANO documents: SOER 2013-1 ‘Operator fundamentals’ and GL 2016-02 ‘Fundamentals of nuclear power plant operations’ in order to use them in operator training process and at the work places for enhancing operational skills and operator interactions in shift for reactivity management during VVER reactor startup operations.
Presentation materials in electronic form have been distributed to all workshop participants, and the results of the workshop will be issued as a Memo and sent to the participants.
