During 15 to 19 April 2019, WANO Moscow Center jointly with Atlanta and Paris Centers conducted a Member Support Mission (MSM) at Smolensk NPP on the topic ‘Identification and reporting of operational problems’.
The following experts took part in the WANO mission:
• Goncharov Ivan (WANO Moscow Center, Ukraine).
• Yurin Vladimir (WANO Moscow Center, Russia),
• Mikhailov Sergey (Kalinin NPP, Russia),
• Kovalchick James (INPO, USA),
• Schütze Dietmar (NPP Grohnde, Germany),
• Volkov Edward (ONITs Prognoz, Russia).
The MSM purpose was to review the current situation at NPP and develop recommendations on:
• elimination of personnel tolerance to deficiencies in equipment condition;
• reinforcement of personnel questioning attitude during work performance;
• development of environment for expression of concern;
• reinforcement of attention to components of safety-significant systems.
During the mission, the participants discussed the following issues:
• Communication methods, feedback presentation;
• Elimination of functional gaps in business processes;
• Analysis of observations, self-assessments;
• Development of proper personnel behaviors for identification and reporting of operational problems;
• Planning of operational problems addressing;
• Leadership features and required manager competences.
During the final meeting with Smolensk NPP management, the experts presented specific recommendations for improvement of the process of operational problems identification and reporting by Smolensk NPP personnel, and a draft MSM report.
