On 29 November 2018, the WANO-MC Regional Crisis Center participated in the emergency exercise at Kozloduy NPP (Bulgaria).
The exercise brought together the following target participants:
- Kozloduy NPP representing Bulgaria
- World Association of Nuclear Operators (WANO), Moscow Centre/London Office
- WANO-MC Regional Crisis Center
- Rosenergoatom Concern JSC, members of OPAS team, Fast-responding dispatching department of the technological branch “Rosenergoatom Concern”, representing the Russian Federation
- Bushehr NPP (NPPD) representing Iran
- Loviisa NPP (Fortum Power and Heat Oy) representing Finland
- Paks NPP representing Hungary
- Jiangsu Nuclear Power Corporation representing China
- Slovenské Elektrárne representing Slovakia
- NNEGC Energoatom representing Ukraine
- Armenian NPP representing Armenia
- CEZ JSC, Temelin and Dukovany NPPs representing the Czech Republic
- Belorusskaya NPP representing Belarus
- Technical Support Centers (OKB “Gidropress”, NRC Kurchatov Institute, JSC VNIIAES, RPA “Typhoon”).
The purpose of the exercises was to respond to a simulated accident at the Kozloduy nuclear power plant as prescribed by the RCC policy document, Regulations on Information Exchange among WANO-MC Regional Crisis Center Members.
Once the Kozloduy plant had announced an on-site emergency state, the London Office was accordingly notified per WANO Programme Guideline WPG 15, Emergency Response Support.
The RCC participated in the exercise to address the objectives, as follows:
· Practice of prompt simulated accident reporting to the RCC members.
· Practice of interaction between the RCC and the Operating Organizations.
· Drill the RCC on-duty personnel emergency response.
· To drill WANO MC/London Office Emergency Response Organizations interaction.
Pursuant to the RCC Regulations on Information Exchange, the Kozloduy nuclear power plant has in the prescribed form informed the RCC on initiation and progression of the simulated accident. The information has been processed and immediately transferred to the RCC members in order to receive their feedback.
The Rosenergoatom-based WANO-MC Regional Crisis Center was established in 2013 to address the recommendations formulated by the WANO Post-Fukushima Commission.
